ChatGPT Ads launched in Europe: what should marketers expect?

ChatGPT Ads expanded to 31 European countries on August 24, 2026. Here's what the platform actually offers, and a practical way to approach it early.

ChatGPT Ads expanded to 31 European countries on August 24, 2026, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria, bringing OpenAI's advertising platform to 40 markets total since it began as a US pilot in February 2026. For marketers, this is a genuinely new channel with real targeting and measurement capability, not just a headline, but it's also six months old as a platform and untested at European scale, which should shape how a business approaches it early on.

What the platform actually offers right now

According to OpenAI's own announcement, the platform has grown well beyond a simple pilot in six months:

Bidding beyond CPM and CPC. Advertisers can now optimize toward conversion goals directly, not just impressions or clicks.
Geo-targeting and custom audiences, letting advertisers reach more specific segments than a broad, un-targeted placement.
Measurement infrastructure, including the OpenAI Pixel, a Conversions API, and third-party measurement integrations, giving advertisers a more complete view of how ChatGPT Ads contribute to actual business outcomes, not just click volume.

Access is initially rolling out through the OpenAI Ads Solutions team, agency partners, and technology partners, with self-service access through Ads Manager following later in the summer, so the on-ramp for smaller advertisers is still forming.

Who actually sees these ads

Ads only appear for users on ChatGPT's Free and Go plans. Plus, Pro, and Enterprise subscribers remain ad-free, and OpenAI states that ads are always clearly labeled and separate from ChatGPT's actual answers, with advertising not influencing the answers the model gives.

The regulatory picture is genuinely unsettled

This is worth knowing before treating ChatGPT Ads as a fully mature channel. The EU's AI Act bans AI systems that use subliminal or manipulative techniques, or exploit user vulnerabilities in ways that cause significant harm, and researchers have flagged that an ad embedded in a personalized, trusted chat conversation is harder to recognize as an ad than a traditional banner or sponsored search result, precisely because it arrives in the same conversational tone as everything around it. Separately, under the EU's Digital Services Act, the European Commission has said it's "definitely possible" that ChatGPT's search function could be designated a very large online search engine, a status that would bring annual risk assessments, independent audits, and a public advertising repository. Neither question has been resolved by regulators or courts yet.

A practical way to approach it early

Rather than treating this as a channel to either ignore or bet heavily on immediately, a more measured approach: learn the format before committing serious budget. Run a small, deliberately scoped test to understand how targeting, creative, and conversion tracking actually behave on this platform, since it doesn't behave like Google Ads or Meta Ads, the surrounding context is a conversation, not a search results page or a social feed.

Expect inefficiency early, and don't read it as failure. European ChatGPT Ads are, as of this launch, a brand-new inventory with limited historical data. Costs, targeting precision, and measurement accuracy typically improve as a platform matures and as more advertisers generate the signal an algorithm needs to optimize against. The first several weeks of spend should be treated as the cost of learning the platform, not evaluated against the return of a mature, established channel.

Don't be afraid of the early investment, as long as the framing is right. A modest, well-monitored test budget is reasonable specifically because this is a new experiment, not a proven channel yet. What matters is treating it that way: set a small budget, track what actually happens to targeting quality and conversion data over the first few weeks, and let that inform whether and how much to scale, rather than committing a large budget on day one based on the headline alone.

Give it time for user behavior to settle. Users in a new market are still developing habits around seeing ads inside a chat interface at all, and how they respond to that early on may not reflect how they respond once it becomes a familiar part of using ChatGPT. Early performance data, in either direction, deserves some skepticism until the channel and its users have had a few months to normalize.
